About Clean Truck Check Vehicle Inspection System (CTC-VIS)

The Clean Truck Check, formerly known as the Heavy-Duty Inspection and Maintenance Program, was approved by the CARB in 2021. With very few exceptions, it will replace the Periodic Smoke Inspection Program (PSIP) which is commonly known as a ”smoke test.”

Does my vehicle qualify for a Clean Truck Check?

Vehicle model years and engine years are generally not the same. For example, a vehicle with a 2014 model year will likely, but not always, have a 2013 engine. This is important because CARB bases its testing requirements on the engine year, not the vehicle model year.

What kind of test do I need?

  • Diesel Engines: Vehicles with 2013 and newer engine years require an OBD type Clean Truck Check.

  • Diesel Engines: Vehicles with 2012 and older engine years require a Smoke Opacity type Clean Truck Check.

  • Alternative Fuel and Hybrid  Engines: Vehicles with 2018 and newer engine years require an OBD type Clean Truck Check.

  • Alternative Fuel and Hybrid Engines: Vehicles with 2017 and newer engine years require a Smoke Opacity type Clean Truck Check.

FAQs

  • The Clean Truck Check program, which was approved by the CARB in 2021, was formerly known as the Heavy-Duty Inspection and Maintenance Program . It requires vehicles to undergo testing performed by a credentialed tester. They must also register in the CTC-VIS database.

    This program replaces the Periodic Smoke Inspection Program and focuses on electronic inspections of the vehicle's onboard computer.

  • The CTC-VIS program applies to all non-gasoline (diesel, alternative fuel, and hybrid) trucks, busses, and other heavy duty vehicles including California registered motorhomes with a GVWR over 14,000 pounds that operate in the State of California. CTC-VIS registration and testing also applies to non-California vehicles that operate in California.

    Prior to the implementation of the Clean Truck Check program, single vehicle fleets and government fleets were exempt from PSIP testing.  Those vehicles will be required to test under the Clean Truck Check program.

  • The vehicle's emissions control systems are checked to ensure they have not been modified and that there are no lit Malfunction Indicator Lamps (MIL/Check Engine Light). If a vehicle doesn't have an onboard computer, it will need to undergo a smoke opacity test. 

  • The Clean Truck Check program requires twice-a-year testing for each qualifying vehicle. After three years of twice-a-year testing, each qualifying vehicle will be required to test four times yearly. 

    For most qualifying vehicles, the Clean Truck Check requires twice-a-year testing.

    For qualifying motorhomes and agricultural vehicles, testing is only once per year.

  • We provide onsite clean truck check inspections to East Contra Costa County and Alameda County.

  • The Clean Truck Check program requires a $30 annual registration fee. Non-compliance may result in citations, fines, and registration suspension. CTC-VIS fees are not included in our services pricing for testing your vehicle.

  • If you want to schedule a Clean Truck Check, please make your purchase on our website. After that, we will get in touch with you to confirm the time and location for your test. We will try our best to meet your preferences, but please understand that because our business is mobile, we may not always be available in your area at your preferred time. Still, we will work with you or your team to arrange a suitable time and place for the test.

    • Your vehicle has any faulty emissions-related equipment or unresolved trouble codes.

    • Your Malfunction Indicator Light (MIL) is lit.

    • You “deleted” or modified any emissions-related equipment.

    • You disconnected the vehicle’s battery to clear codes you did not repair.

    • You did not meet Second Phase Readiness criteria of Operation Since codes Cleared (OSC).

  • Maybe.  CARB has not been clear about the amount of fines for failing to test by the required deadline. Therefore in a limited circumstance where you are up against a testing deadline, it may be cheaper to pay for a test you know you are going to fail, than receive a fine from CARB for failing to test. Per CARB’s rules, if you fail a test, you will be given time to make repairs and re-test.  If you find yourself in a similar situation, give us a call and we can discuss the pros and cons of testing.

  • We do not offer free re-tests for failed tests. If you failed, you most certainly knew there was an unresolved issue with your emissions system, it was modified from OEM, or failed to meet CARB’s First Phase readiness criteria. 

  • Following repairs of emissions-related equipment and the clearing of codes, you must run the engine or operate the vehicle a minimum prescribed by CARB to pass a Clean Truck Check.

    1. Perform a minimum of (5) warm-up cycles.

    2. If the vehicle’s OBD does not collect warm-up cycle data, the vehicle must be driven a minimum of 100 miles.

    3. If the vehicle’s OBD does not collect warm-up cycles or mileage, the engine must be operated for at least 200 minutes after the codes are cleared.

    In addition, vehicles whose OBD systems report Permanent Diagnostic Trouble Codes (PDTCs) will have their Operation Since code Clear (OSC) thresholds multiplied by a factor of three. For example, a vehicle with one or more PDTCs will have to have at least 15 warm-up cycles since the last OBD code cleared.
